Masciandaro and Carletti in the European Panel on Banking and Financial Supervision

The Baffi Carefin Centre among the five European research centres involved in the initiative

After an open tender, the European Parliament appointed selected experts on banking supervision and bank resolution to support the work of the Economic and Monetary Affairs Committee (ECON) which is responsible for the Economic and Monetary Union (EMU), the regulation of financial services, the free movement of capital and payments, taxation and competition policies, and the international financial system. The Baffi Carefin Centre, jointly with the European University Institute and through its experts Elena Carletti (Department of Finance) and Donato Masciandaro (Department of Economics) is one of the five European research centres that won the competition.

These experts became members of two dedicated panels which will provide briefings and background information for regular hearings in ECON with the Chair of the Single Supervisory Mechanism and the Chair Single Resolution Board.

The Banking Supervision Panel shall deal with questions related to banking activities and operations, banking structures, the regulation and supervision of banks, and stress testing. The appointed centres on this panel are: Gesellschaft für Kapitalmarktforschung, Frankfurt; Baffi Carefin Centre, Bocconi University, Milan and European University Institute, Florence.

The Bank Resolution Panel shall deal with questions related to bank crisis management, restructuring of banks, ring-fencing operations, insolvency procedures, and bank resolution tools (divesture of business entities, bridge institutions, asset separation, write-down and conversion of capital instruments). The appointed centres on this panel are Queen Mary University, London; City University, London; Bruegel, Brussels.

The appointments resulted from an open tender procedure calling for banking experts. The tenderers were asked to submit evidence showing their scope of technical expertise as well as their reputational standing, professional qualifications, and accomplishments in the field.
