Whistleblowing

Bocconi University promotes the highest standards of integrity and fairness for faculty and staff conduct.

For this reason, an internal channel has been activated in compliance with Legislative Decree 24/2023 that implements the European Directive 2019/1937 on Whistleblowing (the so-called Whistleblowing Decree). This is where violations of regulations and procedures can be reported, while the utmost confidentiality is guaranteed to the whistleblower.

Who  can file a  report  through  this  channel?

Employees; autonomous workers, collaborators, including of an occasional nature, and contracted workers; freelancers; consultants; volunteers and trainees; workers or collaborators who carry out activities with suppliers of goods or services or with entities that carry out works and/or services for Bocconi; anyone who performs administration, management, control, supervision or representation jobs, including of a mere de facto nature, at the University.

Which  reports  can be  made  through  the  channel?

The Whistleblowing Decree’s scope of application includes reports of information on violations integrated with conduct, acts or omissions that harm the public interest or the integrity of the University, of which the whistleblower has become aware in a work context and consist of:

• unlawful conduct that is relevant under Legislative Decree 231/2001 (so-called "predicate offenses")

violations of Model 231 (including violations of rules related to Model 231 such as the Codes of Ethics and internal procedures)

• offenses that fall within the scope of application of European Union or national acts indicated in the appropriate annex to Legislative Decree 24/2023, belonging to the areas mentioned therein, including, but not limited to, public procurement, environmental protection and protection of privacy and personal data

• acts or omissions affecting the financial interests of the European Union including, by way of example, violations of VAT and customs law.

The provisions of the Whistleblowing Decree do not apply to complaints, claims or demands related to the whistleblower’s interest of a personal nature that pertain exclusively to their individual working relationships, including with hierarchically subordinate persons.

How  are  reports  handled?

Reports received through the IT channel/platform are handled by a Pool composed of personnel (faculty and staff) trained in whistleblowing, which ensures impartiality and independence in the management of the reporting channel. The IT platform is equipped with all appropriate security measures, including cryptographic security measures, and ensures the confidentiality of the identity of the whistleblower, any person who may be involved and the person reported, as well as the content of the report and related documentation.
